What is Duty Cycle?
Duty cycle is the ratio of On time to Off time, and is expressed as a percent. 100% Duty Cycle is always on. 50% Duty cycle is On half of the time and Off half of the time. The Frequency determines how often the On/Off cycle takes place.
If the Frequency is 1Hz ( which is 1 Cycle Per Second), then a 50% Duty Cycle signal would be on 1/2 second, off 1/2 second, and then repeat indefinitely.
Below is a 10Hz Squarewave that is pulsed 100% Duty Cycle, which means it is On all of time and never Off:

Next is a 10Hz Squarewave pulsed at 1Hz at a 75% Duty Cycle:
